Sister Cities International (SCI) is pleased to announce the recent cable sent from Secretary of State Colin Powell to all diplomatic posts recognizing the relationship between the U.S. Department of State's Bureau of Educational and Cultural Affairs (ECA) and SCI, and calling for diplomatic staff to support sister city program activities. U.S. diplomatic posts are some of the most important players in communicating U.S. foreign policy abroad. Their support will serve as a highly cost-effective multiplier of goodwill toward the United States.
